I've updated to beta71 but am keeping the same problem.
I've tried adding an extra shipping option without conditions. If I put that one first in order I do see that the conditions are working. But when I remove that one and only keep the conditional ones only one shows.
<50,- we see there is a fee of 20,-

While they are configured with the Amount Rule and I can see this working if I set up an extra shipping without any rules.
