So you mean Phoca Cart Download view, where are displayed all files which can user download.
Are you 100%, no one order status changed the option to release the downloads for user? E.g. some orders status which changed the order to be able to display downloads then was changed to another status, etc.
Testing now, the downloads are displayed only when the status release them![:idea:]( "Idea")
