Phoca Download • Error: User Upload disabled

Dear forum,

I hope you can provide some help. I currently try to enable the frontend upload feature with PhocaDownloads. However, so far it does not work, as I get the following error message:
"User Upload is disabled"

PhocaDownloads: v4.0.9
Joomla: 4.4.0
