Phoca Cart • Re: shipping conditions amount rule does not work

I have 3 shipping options based on country and ammount rule.

1. Ammount 0 - 698,99 SEK / Country Sweden / Costs: 69 SEK
2. Ammount 699,00 - 100000,00 / Country Sweden / Costs: Free
3. Ammount Any / Country: All EU contries except Sweden / Costs: 129 SEK

I have two products with price 349.00 SEK and in combination or in order of two of kind it will cost 698 SEK. According to ammount rule, shipping will be included, and it will displayed in cart but when I want to confirm order I get error:
"Choose the right shipping method"

This is only when default country is selected (Sweden). If I change country to any other it will regulary display Shipping option 3 and order can be placed.
