Backend --> Components --> Phoca Gallery --> Control Panel --> Options --> Categories View -->
Display Subcategories=No
Display Empty Categories=Yes

Backend --> Components --> Phoca Gallery --> Control Panel --> Options --> Category View -->
Display Categories in Category View=Yes
